In 1809 the Windsor Vermont State Prison opened. At the time, it was considered the most modern penal institute in America. It remained open for 166 years, closing in August 1975.
The facility was eventually renovated into what is still today, an apartment community for retirees and low income families. Renovations included preserving the Federalist architecture of the original design and transformation of the prison yard into a landscaped courtyard garden.
In 2010 Ingram Construction was contracted by Housing Vermont to rehabilitate 77 residential units in three buildings with attention to historic preservation. The work includes site drainage improvements, masonry restoration, high performance upgrades to the building envelopes which include installation of modern energy efficient windows that conform to historic preservation standards. All 77 units and common areas received all new finishes, kitchens, and appliances.
Other energy conservation measures included installation of an automated biomass wood heating system, solar hot water collectors, and storage tanks for building heat and domestic hot water.
The entire facility also received security and life safety upgrades to the sprinkler and alarm systems.
